Cyber Equity Policy Framework

A Public Policy Framework for Inclusive Cybersecurity

The Inclusive Cyber Policy Framework aims to ensure public policy advances the fair and just distribution of cybersecurity resources, protections, and opportunities across all segments of society, with a particular focus on marginalized and vulnerable communities. It addresses how existing social inequalities can lead to digital vulnerabilities, and seeks to create equitable access to secure digital technologies, infrastructure, and education, allowing all individuals to participate safely and confidently in the digital world.

Inclusive cyber recognizes that digital inequalities often mirror societal inequalities and works to correct these disparities through inclusive policies, targeted interventions, and equitable distribution of cybersecurity resources.

Inclusive Cyber Policy is more than a policy approach; it is a commitment to inclusivity in the digital age. By focusing on the needs of marginalized communities, it ensures that everyone can benefit from the security and opportunities of digital technologies. As we move forward with new regulations and laws, it is essential to keep Inclusive Cyber Policy at the forefront to ensure a more secure, fair, and inclusive digital future for all.

Key Principles

1. Equal Access to Secure Digital Technologies:

2. Inclusive Cybersecurity Education and Awareness Programs:

2. Inclusive Cybersecurity Education and Awareness Programs:

  • Develop Equitable Infrastructure: Ensure that all communities, including rural and under-resourced areas, access the latest cybersecurity protections.
  • Make Security Affordable: Provide affordable and secure cybersecurity tools and infrastructure to low-income households.

2. Inclusive Cybersecurity Education and Awareness Programs:

  • Promote Digital Awareness: Offer digital awareness programs tailored to different cultural contexts, languages, and levels of digital familiarity.
  • Build Community Capacity: Strengthen community ability to understand and use secure technologies effectively.

3. Proportionate Protection from Cyber Threats:

2. Inclusive Cybersecurity Education and Awareness Programs:

4. Equitable Representation in Cybersecurity Decision-Making:

  • Allocate Resources by Risk: Address disparities in cybersecurity readiness between well-resourced and under-resourced regions.
  • Scale Protections to Community Needs: Implement safeguards that ensure vulnerable populations are not disproportionately targeted.

4. Equitable Representation in Cybersecurity Decision-Making:

  • Engage Diverse Voices: Ensure diverse perspectives shape cybersecurity policies, especially those from marginalized communities.
  • Promote Workforce Diversity: Support pathways for marginalized communities to participate in the entire cybersecurity workforce.

5. Balanced Cybersecurity Benefits and Risks:

4. Equitable Representation in Cybersecurity Decision-Making:

5. Balanced Cybersecurity Benefits and Risks:

  • Avoid Shifting Burdens: Prevent policies from placing security risks onto already vulnerable populations.
  • Provide Targeted Funding: Offer grants and upfront funding rather than relying solely on reimbursement models that may exclude those with fewer resources.

6. People-Centered Cybersecurity Research:

4. Equitable Representation in Cybersecurity Decision-Making:

5. Balanced Cybersecurity Benefits and Risks:

  • Focus on Impact over Adversaries: Center research on understanding the impacts of cyberattacks on communities, not just adversaries and their methods.
  • Collect Community-Level Data: Prioritize data on the social and economic impacts of cyber incidents to design better-targeted interventions.

7. Breaking Down Policy Silos for Holistic Solutions:

7. Breaking Down Policy Silos for Holistic Solutions:

  • Facilitate Cross-Sector Collaboration: Coordinate efforts across national security, domestic policy, law enforcement, intelligence, military, and foreign policy.
  • Align Domestic and International Goals: Integrate responses to cyber threats with both domestic priorities and broader national and global security objectives.

Frequently Asked Questions (FAQ)

Inclusive cyber policy ensures equal access to cybersecurity protections for all communities, especially marginalized and vulnerable groups. It focuses on the equitable distribution of resources, protections, and education to mitigate digital vulnerabilities that often mirror societal inequalities.

Under-resourced communities often lack the financial or technical capacity to adopt the latest cybersecurity measures. Without targeted support, these communities remain at higher risk of cyber attacks and digital fraud. Inclusive Cyber ensures that all communities have access to essential protections, such as up-to-date digital infrastructure and cyber awareness programs.

Digital awareness, a key aspect of inclusive cyber policy, emphasizes the need for ongoing education about cybersecurity risks and tools. Unlike digital literacy, which often focuses on basic skills, digital awareness encourages individuals to stay informed about evolving threats, ensuring that everyone can adapt to new challenges in the digital space.

Federal policies are crucial for setting standards and regulations that ensure all states and communities adopt equitable cybersecurity protections. Through mechanisms like grant programs, technical assistance, and flexible implementation timelines, federal initiatives can help bridge the gap between well-resourced and under-resourced regions.
